India is not a part of the greenhouse gas emissions problem but it will be a big part of the solution to climate change, Union Environment Minister Bhupender Yadav said on April 27.

He claimed that the developed nations were not fulfilling their promises of climate finance and technology transfer.

Participating in the Raisina Dialogue 2022, which entered its third day, Yadav asserted that India was determined to achieve economic prosperity and enhance its renewable energy capacity.

He stressed the need for technology transfer as climate change has gripped the world and developing nations are in dire need of climate finance and technology.

He listed Prime Minister Narendra Modi's 'Panchamrit' (five elixirs) for India, which were announced at COP 26 in Glasgow, UK, last year, and said these are India's contributions to solving the global emissions problem.

The 'Panchamrits' are -- India's non-fossil fuel energy capacity will reach 500 gigawatts by 2030; meet 50 per cent of its energy requirements from renewable energy by 2030; reduce the total projected carbon emission by 1 billion tonnes till 2030; reduce the carbon intensity of its economy by 45 per cent by 2030 and achieve the net-zero target by 2070.

The minister said India is a partner in three major forums also.

"For disaster resilience infrastructure, India made a forum with the UK. For green energy, India is a partner of LeadIT with Sweden and of the International Solar Alliance (ISA) with France. A new initiative under ISA, 'One Sun One Grid One World', was announced at COP 26," he said.

Yadav also asserted that India has taken several steps for ease of business in the country and many nations are interested in investing in India.

The Congress on April 27 revamped its Haryana unit, appointing former legislator Udai Bhan as president of its state unit, replacing Kumari Selja, and naming four working presidents.

As part of the reorganisation of the state unit, which had been on the cards for the past few weeks, the Congress appointed Shruti Choudhary, Ram Kishan Gujjar, Jitender Kumar Bhardwaj and Suresh Gupta as working presidents.

Bhan, who is from the Scheduled Caste community and is a former MLA from Hodal, is considered a close confidant of former Haryana chief minister Bhupinder Singh Hooda.

The Congress finally seems to be padding up for the Assembly poll battle in Himachal Pradesh. The party on April 27 announced a rejig in its state unit, naming Lok Sabha MP from Mandi and former chief minister Virbhadra Singh’s wife Pratibha Singh as the president.

It has also appointed four working presidents — Harsh Mahajan, Rajinder Rana, Vinay Kumar and Pawan Kajal. Mukesh Agnihotri will continue as the Congress Legislature Party leader and Harshvardhan Chauhan as the deputy leader.

The Directorate of Enforcement (ED) has arrested Satish Kumar, former commandant, 36-Battalion of Border Security Force (BSF) in a money laundering case related to cattle smuggling at the Indo-Bangladesh International Border. He had received Proceeds of Crime (POC) of Rs 12.8 crores from Mohammed Enamul Haque, the alleged kingpin of a cattle smuggling racket running across the border, in the accounts of his wife and his father in law.

This Proceeds of Crime were further laundered by purchasing immovable properties and Mutual Funds. He was produced before a city court in the national capital and he has been remanded to ED custody for three days.

This is the second arrest in this matter. Earlier, Haque was in February and currently, he is in judicial custody. One prosecution complaint was filed in this case on April 16 before a Delhi court.

The court took the cognizance of the complaint. In the complaint, three –Haque, two brothers-- Vinay and Vikas Mishra and three companies related to these individuals namely Hoque Industries Pvt Ltd, Hoque Mercantile Pvt Ltd and Anant Tradecom Pvt Ltd have been arrayed as accused. Vinay is former Trinamool Congress youth wing leader.

ED initiated money-laundering investigation on the basis of an FIR registered in September 2020 by the Central Bureau of Investigation (CBI) against Satish Kumar, Haque, Mohammed Anarul SK, Mohammed Golam Mustafa and other officials of BSF and Indian Customs.

Anganwadi workers and helpers appointed to work in Anganwadi centres are entitled to gratuity under the Payment of Gratuity Act, 1972, the Supreme Court said on April 25 .

A bench of Justices Ajay Rastogi and Abhay S Oka said Anganwadi centres also perform statutory duties and have become an extended arm of the government.

The bench noted that the issue involved in these appeals is whether Anganwadi workers and Anganwadi helpers appointed to work in Anganwadi centres set up under the Integrated Child Development Scheme are entitled to gratuity under the Payment of Gratuity Act, 1972.

The appeals arose out of writ petitions filed by the District Development Officer and two other officers for taking exception to the orders passed by the Controlling Authority which said that Anganwadi Workers and Anganwadi Helpers are entitled to gratuity under the 1972 Act.

The top court said that because of the provisions of the National Food Security Act, 2013 and Section 11 of the Right To Education Act, Anganwadi centres also perform statutory duties.

The apex court said that Anganwadi workers (AWWs) and Anganwadi helpers (AWH) have been assigned all­ pervasive duties, which include identification of the beneficiaries, cooking nutritious food, serving healthy food to the beneficiaries, conducting pre-school for the children of the age group of 3 to 6 years, and making frequent home visits for various reasons.

It said that in the State of Gujarat, AWWs are being paid monthly remuneration of only Rs 7,800­ and AWHs are being paid monthly remuneration of only Rs. 3,950­.

AWWs working in mini ­Anganwadi centres are being paid a sum of Rs 4,400 per month and the important tasks of providing food security to children in the age group of six months to six years, pregnant women as well as lactating mothers have been assigned to them, it said.

Justice Rastogi also penned a separate but concurring judgement and said the time has come when the Central Government/State Governments have to collectively find out modalities in providing better service conditions to the voiceless commensurate to the nature of job discharged by Anganwadi workers/helpers.

Gujarat MLA Jignesh Mevani was re-arrested by the Assam Police on April 25  for allegedly assaulting and outraging the modesty of a lady police officer.

Earlier in the day, he was granted bail by the court of chief judicial magistrate, Kokrajhar in a case pertaining to his alleged controversial tweet against Prime Minister Narendra Modi.

Mevani’s lawyer Angshuman Bora said Assam’s Barpeta police had registered a case against the MLA based on an FIR that he had “misbehaved, used obscene words, assaulted and inappropriately touched” the lady police officer in the escort party while he was being taken to Kokrajhar from the Guwahati airport on April 21 following his arrest the previous night from Gujarat.

Mevani was arrested in the first case based on an FIR lodged by Arup Kumar Dey, a BJP Executive Member in Assam’s autonomous Bodoland Territorial Council.

In the FIR, Dey had written that Mevani mentioned in the tweet “the Prime Minister of India Mr Narendra Modi worships and considers ‘Godse’ as God and appealed that the PM on his visit on 20th April to Gujarat should make an appeal to the public for peace and harmony in areas…in Gujarat where communal violence had taken place.”

He alleged the circulation of the tweet had the propensity to disturb public tranquility, prejudicial to maintenance of harmony among a certain section of people.

Pakistan's former prime minister Nawaz Sharif has been issued a passport to return to his home country from the UK where he was seeking treatment

The 72-year-old three-time premier, against whom several corruption cases were launched by the government of former prime minister Imran Khan, had left for London in November 2019 after the Lahore High Court granted him four-week permission allowing him to go abroad for his treatment.

He has been issued a passport by the new government headed by his younger brother, Prime Minister Shehbaz Sharif.

The nature of the passport is "ordinary" and it was made in the "urgent" category.

The passport was issued in Islamabad on April 23, 2022.
