Union Cabinet approves nationwide roll-out of Ayushman Bharat Digital Mission

The Union Cabinet has approved the nationwide roll-out of the Ayushman Bharat Digital Mission (ABDM) with a budget of Rs 1,600 crore for five years. The National Health Authority (NHA) will be the implementing agency of the central sector scheme.

Under the ABDM, citizens will be able to create their Ayushman Bharat Health Account numbers, to which their digital health records can be linked. This will enable creation of longitudinal health records for individuals and improve clinical decision making by healthcare providers .

It will improve equitable access to quality healthcare by encouraging use of technologies such as telemedicine and enabling national portability of health services.

Digital health solutions across healthcare ecosystem have proven to be of immense benefit over the years, with CoWIN, Arogya Setu and eSanjeevani further demonstrating the role technology can play in enabling access to healthcare. However, there is a need to integrate such solutions for continuum of care, and effective utilisation of resources .

Based on the foundations laid down in the form of Jan Dhan, Aadhaar and Mobile (JAM) trinity and other digital initiatives of the government, Ayushman Bharat Digital Mission (ABDM) is creating a seamless online platform through the provision of a wide-range of data, information and infrastructure services, duly leveraging open, interoperable, standards-based digital systems while ensuring the security, confidentiality and privacy of health-related personal information.

The pilot of ABDM was completed in the six Union Territories of Ladakh, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Puducherry, Andaman and Nicobar Islands and Lakshadweep with successful demonstration of technology platform developed by the NHA.

During the pilot, digital sandbox was created in which more than 774 partner solutions are undergoing integration. As on February 24 this year, 17,33,69,087 Ayushman Bharat Health Accounts have been created and 10,114 doctors and 17,319 health facilities have been registered in ABDM.

Not only will ABDM facilitate evidence-based decision making for effective public health interventions, but it will also catalyse innovation and generate employment across the healthcare ecosystem.

With a military intervention in Ukraine off the table for now, countries around the world looked to heap more financial punishment on Moscow, including the European Union's approval of an asset freeze on Russian President Vladimir Putin and Foreign Minister Sergey Lavrov.

The EU's unanimous decision, part of a broader sanctions package, indicated that Western powers are moving toward unprecedented measures to try to force Putin to stop the brutal invasion of Russia's neighbour and from unleashing a major war in Europe.

EU ministers have said that even further sanctions were still possible, including booting Russia off SWIFT, the dominant system for global financial transactions.

The 47-nation council said Russia remained a member and continued to be bound by the relevant human rights conventions.

Undeterred in the game of punitive sanctions, Russia started its own tit-for-tat measures, banning British flights to and over its territory in retaliation to a similar UK ban on Aeroflot flights.

Russian authorities also announced the "partial restriction" of access to Facebook after the social media network limited the accounts of several Kremlin-backed media.

The EU and other Western powers like the United States and the United Kingdom have agreed on a slew of sanctions targeting Russia's banking sector to its oil refineries and the defense industry.

Putin's invasion also had repercussions in the sports world. The May 28 UEFA Champions League final, the Super Bowl of European soccer, was stripped from St. Petersburg and replaced by Paris after the involvement of French President Emmanuel Macron. Formula One also dropped this season's Russian Grand Prix at Sochi in protest.

And in popular culture, the wildly popular Eurovision song contest also banned Russia from the May finals in Turin, Italy. Action wasn't only limited to Western powers.

Countries in Asia and the Pacific have joined the United States, the EU and others in the West in piling on punitive measures against Russian banks and leading companies.

The nations have also set up export controls aimed at starving Russia's industries and military of semiconductors and other high-tech products.

The government has permitted up to 20 per cent foreign direct investment (FDI) under automatic route in IPO-bound LIC with an aim to facilitate disinvestment of the country's largest insurer.

The decision in this regard was taken by the Union Cabinet, chaired by Prime Minister Narendra Modi.

The government has approved listing of shares of LIC on the stock market through an IPO by part-sale of its stake in the insurer and raising fresh equity capital. Foreign investors may be desirous of participating in the mega IPO.

However, the existing FDI policy did not prescribe any specific provision for foreign investment in LIC, which is a statutory corporation established under the LIC Act, 1956.

Since as per the present FDI policy, the foreign inflows ceiling for public sector banks is 20 per cent under government approval route, it has been decided to allow foreign investment of up to 20 per cent for LIC and such other corporate bodies.

LIC being a statutory corporation, is not covered under either insurance company or intermediaries or insurance intermediaries and no limit was prescribed for foreign investment in LIC under the LIC Act, 1956; the Insurance Act, 1938; the Insurance Regulatory and Development Authority Act, 1999 or regulations made under the respective laws.

The initial public offering (IPO) of over 31.6 crore shares or 5 per cent government stake is likely to hit D-street in March. Employees and policyholders of the insurance behemoth would get a discount over the floor price.

Once listed, LIC's market valuation would be comparable to top companies like RIL and TCS. So far, the amount mobilised from IPO of Paytm in 2021 was the largest ever at Rs 18,300 crore, followed by Coal India (2010) at nearly Rs 15,500 crore and Reliance Power (2008) at Rs 11,700 crore.

India strongly poised to implement framework of 'Total Health and One Health': Mandaviya

India is strongly poised to implement the framework of "Total Health and One Health" through its focussed, integrative and holistic policies, Union Health Minister Mansukh Mandaviya said.

In his valedictory address at the post-Union Budget webinar of the Ministry of Health, Mandaviya said telemedicine and the Ayushman Bharat Digital Mission will rightly propel India towards a revolution in the healthcare sector.

Today, India is the leading country in the world to have created more than 17 crore health IDs, the highest number globally, he stated.

Teleconsultation is a revolution and it is providing expert healthcare services even in the remotest of the areas, the minister said. He noted that Prime Minister Narendra Modi's vision for holistic healthcare has guided the integration of various healthcare platforms.

The consultation with private companies and non-government organisations, including experts and health sector stakeholders, through deep discussions, is a step in enriching the policies, initiatives and actions of the ministry, he added.

Ayurveda and mental health form a vital part of "total health" and should be extended through telemedicine services, he added.

With the new approach to early Union Budget presentation, funds allocation and programme implementation can now be started in a much timely manner, leading to a timely spending of the allocated funds, he stressed.

Reforms in a timely manner have ensured that India is not left behind on the global platform, the minister said, adding that "our strategic policies of vaccine research and manufacturing are in sync with the emerging developments globally".

Highlighting the role of technology and research and development, Mandaviya said India is now at par with the global leaders in vaccine research due to its focus on indigenisation.
