In a move towards promoting education and the socio-economic development of Scheduled Castes (SCs) in India, the Ministry of Social Justice & Empowerment has launched the "Scheme for Residential Education for Students in High Schools in Targeted Areas" (SHRESHTA).

The primary objective of SHRESHTA is to expand the reach of government development initiatives and address service deficiencies in SC-dominant areas within the education sector.

The scheme aims to achieve this through the collaboration of grant-in-aid institutions run by non-governmental organizations (NGOs) and residential high schools offering high-quality education.

The scheme is structured in two modes.

The first one is SHRESHTA Schools (Best CBSE/State Board Affiliated Private Residential Schools). Under this mode, a specific number of meritorious SC students from States/Union Territories are selected through the National Entrance Test for SHRESHTA (NETS), conducted by the National Testing Agency (NTA).

These selected students are admitted to the best private residential schools affiliated with CBSE/State Boards in the 9th and 11th grades, enabling them to complete their education up to the 12th standard. The selection process involves identifying the best-performing CBSE-based private residential schools with over 75per cent pass percentage for the past three years.

Approximately 3000 SC students with parents' annual income up to 2.5 lakh are chosen annually based on their merit.

The scheme covers the entire fee for each student, including school fees (tuition fees) and hostel fees (mess charges). Admissible fees for each class are specified as follows- 9th: Rs 1,00,000, 10th: Rs 1,10,000, 11th: Rs 1,25,000, 12th: Rs 1,35,000.

The second is NGO/VO Operated Schools/Hostels (EXISTING COMPONENT). This mode applies specifically to schools and hostels run by voluntary organizations (VOs) and NGOs, offering education up to class 12.

Schools and hostels receiving grant-in-aid and demonstrating satisfactory performance will continue to benefit under this mode.

Grants under this scheme are provided to cover school fees and residential charges for SC students admitted to these schools.

The recruitment of constables in Bihar has come under the scanner of the Economic Offences Unit (EOU) following the leakage of the question paper, leading to the cancellation of the examination conducted on October 1.

Keeping its wide ramifications in mind, the state police have formed a Special Investigation Team (SIT) to probe into the leak of question paper in connection with the constable recruitment examination. The team comprises two IPS officers, six DSPs, 13 inspectors and two sub-inspectors. As many as 75 FIRs have so far been registered in 22 districts of the state and 150 people were arrested in this connection.

The cases registered in various districts have also been reviewed by ADG, Economic Offences Unit (EOU) Nayyar Hasnain Khan.

People in five states— Mizoram, Chhattisgarh, Madhya Pradesh, Rajasthan and Telangana will vote for their new government in the month of November as the Election Commission (EC) of India announced the assembly election schedule on Oct 9 . The counting of votes in all states will take place on December 3.

Chief election commissioner Rajiv Kumar said that polling in Mizoram would be in one phase on November 7. The nominations will start on October 20. The voting in Chhattisgarh will be held in two phases; on November 7 and 17.

Madhya Pradesh, Rajasthan and Telangana will also have polling in a single phase. People in Madhya Pradesh will exercise their franchise on November 17 and in Rajasthan on November 23. The voting in Telangana will happen on November 30. 

With the announcement of election schedules, the model code of conduct (MCC) also comes into effect.

The Maharashtra cabinet on  Oct 8  approved the 'Lek Ladaki  Yojana – Adoring the Girl Child Scheme', under which girls whose families hold yellow or saffron ration cards will be given a total Rs 1.01 lakh in installments.

According to the cabinet note, Rs 5000 rupees will be credited when a girl is born in a family holding the yellow or orange ration card. The scheme will come into effect from April 1, 2023.

The second installment of Rs 6000 rupees will be credited when the girl enters class 1st, and Rs 7000 rupees when she enters class 6th, Rs 8000 rupees after crossing 11th class, while Rs 75,000 after completing 18 years. So, the total amount the girl under this scheme will receive is Rs 1.01 lakh.

During his last Budget speech, Maharashtra deputy chief minister Devendra Fadnavis, who is also finance minister, had announced the scheme titled Mazi Kanya Bhaghyashree, now called Lek Mazi Ladaki.

Moreover, the Maharashtra cabinet also released Rs 1720 crore as a first installment under Namo Shetkari Samman Yojana where each marginalized farmer will get Rs 6000 while the same amount has been given to farmers under the PM Kisan Samman Yojana. The amount will be directly credited into the accounts of farmers.

The Centre's National Tele-Mental Health Program (Tele-MANAS), which was launched last year to provide round-the-clock free tele-mental health services, especially in remote areas, has counseled more than 3.5 lakh people, said Union Health Minister Mansukh Mandaviya .

Addressing the Mental Health Conclave on World Mental Health Day 2023, the minister said that Tele-MANAS is currently providing counseling to 2,000 people through 44 Tele Manas Cells.

The centre announced the National Tele Mental Health Programme (NTMHP) in the 2022-23 union budget as it acknowledged the mental health crisis in the wake of the COVID-19 pandemic and the need to establish a digital mental health network to connect the underserved areas. The Tele-MANAS health services were launched last year on World Mental Health Day.

Mental health also features under the Prime Minister-Jan Arogya Yojana .

On the occasion, he also commended states on their performances.

Tamil Nadu ranked first in the largest states category, followed by Maharashtra and Uttar Pradesh. 

Telangana, Jharkhand, and Kerala were awarded for their performance in the smaller states category.

In the Northeast category, Assam, Mizoram, and Manipur received awards, and Jammu and Kashmir, Delhi, Dadra and Nagar Haveli, and Daman and Diu were awarded in the Union Territories category.
