The US says it will open an embassy in the Solomon Islands, laying out in unusually blunt terms a plan to increase its influence in the South Pacific nation before China becomes “strongly embedded.”

The reasoning was explained in a State Department notification to Congress . It came as U.S. Secretary of State Antony Blinken landed in Fiji on feb 13 midway through a Pacific tour that began in Australia and finishes in Hawaii.

The State Department said Solomon Islanders cherished their history with Americans on the battlefields of World War II, but that the U.S. was in danger of losing its preferential ties as China “aggressively seeks to engage” elite politicians and business people in the Solomon Islands.

The move comes after rioting rocked the nation of 700,000 in November. The riots grew from a peaceful protest and highlighted long-simmering regional rivalries, economic problems and concerns about the country’s increasing links with China. Rioters set fire to buildings and looted stores.

Solomon Islands Prime Minister Manasseh Sogavare survived a no-confidence vote the following month, telling lawmakers in a fiery 90-minute speech that he’d done nothing wrong and would not bow down to “the forces of evil” or to “Taiwan’s agents.”

The U.S. previously operated an embassy in the Solomons for five years before closing it in 1993. Since then, U.S. diplomats from neighboring Papua New Guinea have been accredited to the Solomons, which has a U.S. consular agency.

The embassy announcement fits with a new Biden administration strategy for the Indo-Pacific that was announced on feb 11 and emphasizes building partnerships with allies in the region as a way to counter China’s growing influence and ambitions.

World leaders met on France’s Atlantic coast feb 11 to discuss protecting the planet’s oceans from threats such as overfishing and plastic pollution, and finding fairer ways to manage the seas.

The One Ocean Summit comes as European authorities are investigating a mass fish dump in the Bay of Biscay that environmental activists call an example of abuses by huge trawlers that disrupt undersea ecosystems.

Oceans cover more than 70% of the planet’s surface.

French President Emmanuel Macron initiated the three-day summit in the port city of Brest with the support of the United Nations.

Egyptian President Abdel-Fattah el-Sissi, whose country will host the U.N.'s annual climate summit this year, European Commission President Ursula von der Leyen, U.S. Special Envoy for Climate John Kerry and several other African and European leaders attended the event in person. Others were to take part via video messages.

Illegal activity is estimated to account for about one-fifth of fishing globally.

Costa Rica, France and Britain launched an intergovernmental environmental group in 2019 to set a target of protecting at least 30% of land and sea by 2030. The High Ambition Coalition for Nature and People now includes 83 countries.

France met its coalition commitments by extending protected areas in the French Southern and Antarctic Territories, Macron announced.

Also in Brest, the United Nations cultural agency UNESCO announced that at least 80% of the world's seabeds will be mapped by 2030, compared to 20% currently.

The United States and France in a joint statement has recognized “the transboundary aspects of plastic pollution and the importance of curbing it at its source.” They said they support launching negotiations at the upcoming U.N. Environment Assembly to reach a global agreement addressing this issue.
