President Droupadi Murmu inaugurated the country’s largest High Court building in Ranchi on May 24 . Spread over 165 acres of land,  the Rs 550 crore HC building has 25 air-conditioned court rooms’ and two large halls with a seating capacity of 1.200 lawyers along with 540 chambers for them.

The building is also equipped with a 2000 KVA solar power plant which will cater to 60 the per cent of the total power requirement of the entire premises.

The President, while inaugurating the building, asked the Chief Justice of India DY Chandrachud, Minister for Law and Justice Arjun Ram Meghwal and the government to find a way to ensure ‘real justice’ to the poor who are not getting the same despite a court’s order.

Mountaineers of the National Institute of Mountaineering and Adventure Sports (NIMAS) in Dirang in Arunachal Pradesh are on a unique expedition named Har Shikhar Tiranga (HST). The team is in the midst of a mission to hoist the national flag on the highest point of every state of India for the first time.

Har Shikhar Tiranga is a campaign under the aegis of the Azadi Ka Amrit Mahotsav to take the tricolour to all the states of the country and hoist it on the summits to mark the 75th year of independence and to commemorate India's G20 presidentship.

The head of the Russian private military contractor Wagner claimed on May 25  that his forces have started pulling out of Bakhmut, in eastern Ukraine, and handing over control to the Russian military, days after he said Wagner troops had captured the ruined city.

Yevgeny Prigozhin, Wagner's millionaire owner with longtime links to Russian President Vladimir Putin, said in a video published on Telegram that the handover would be completed by June 1.

First Citizens Bank of Raleigh, North Carolina, announced that it would be laying off about 500 employees, or about 3% of its workforce. The bank had acquired the remnants of Silicon Valley Bank after it failed amid a bank run in March.

CEO Frank Holding said the move would only affect 'select' corporate Silicon Valley Bank positions, adding that neither employees in customer-facing jobs, nor members of a team based in India, would be impacted.

The bank served mostly technology workers and venture capital-backed companies, including some of the industry's best-known brands.

The South Korean and U.S. militaries conducted large live-fire drills near the border with North Korea on May 25 , despite North Korea’s warning that it won’t tolerate what it calls an invasion rehearsal on its doorstep.

The drills, the first of five rounds of live-fire exercises through mid-June, mark 70 years since the establishment of the military alliance between Seoul and Washington. North Korea typically reacts to such major South Korean-U.S. exercises with missile and other weapons tests.

Since the start of 2022, North Korea has test-launched more than 100 missiles, but none since it fired a solid-fuel intercontinental ballistic missile in mid-April. It says the tests are a response to expanded military drills between the U.S. and South Korea, but observers say North Korea aims to advance its weapons development and then wrest greater concessions from its rivals in eventual diplomacy.

The U.S.-South Korean firing exercises, called “Combined annihilation firepower drills,” are the biggest of their kind. The drills have been held 11 times since they began in 1977.

The drills involved 2,500 troops and 610 weapons systems such as fighter jets, attack helicopters, drones, tanks and artillery from South Korea and the United States . The most recent exercises in 2017 drew about 2,000 soldiers and 250 weapons assets from both countries.

Iran unveiled on  May 25 what it dubbed the latest iteration of its liquid-fuelled Khorramshahr ballistic missile amid wider tensions with the West over its nuclear program.

Authorities showed off the Khorramshahr-4 to journalists at an event in Tehran, with the missile on a truck-mounted launcher.

Defence Minister Gen. Mohammad Reza Ashtiani said the missile could be prepared for launch in a short period.

Iranian officials described the missile as having a 2,000-kilometre (1,240-mile) range with and a capacity to carry warheads weighing over a tonne.

The Kheibar missile - the latest version of the Khorramshahr which is Iran's longest-range missile to date -- was unveiled alongside a replica of the Al-Aqsa mosque in east Jerusalem, in a live broadcast on state television.

The Khorramshahr-4 is named after an Iranian city that was the scene of heavy fighting during the Iran-Iraq War in the 1980s. The missile also is called Kheibar, after a Jewish fortress conquered by the Muslims in the 7th century, what is now in Saudi Arabia.

TRAI on  May 25 said all Principal Entities, like banks, financial institutions, and others, need to complete the process of verification of message headers and content templates immediately, as the telecom regulator forged ahead with its drive to crackdown on pesky messages to safeguard consumers.

Any delay on the part of Principal Entities (PEs) to get the re-verification of headers and content templates may result in the blocking of their headers, content templates and messages, the Telecom Regulatory Authority of India (TRAI) cautioned.

TRAI said it will review the progress in the next two weeks and may issue suitable directions if required.

Entities such as banks, other financial institutions, insurance companies, trading companies, business entities etc. send commercial messages to telecom subscribers through SMS, and these entities are referred to as Principal Entities (PEs) in TRAI regulations.

As per the regulatory framework, any commercial communication can only take place using registered Headers assigned to the PEs for this purpose.

Header refers to an alphanumeric string assigned to PEs under the regulations to send commercial communications.

These commercial entities are required to get content templates registered with the access providers (telcos).

Any commercial communication through SMS is subjected to scrubbing against the content template registered by PEs with Access Provider and, if it fails, then those SMSs are not allowed to be delivered to the consumers.

TRAI has observed that some PEs have registered a large number of Headers and Content Templates and, at times, some of these are misused by some telemarketers.

Union Minister Nitin Gadkari has said the finance ministry has agreed to allow contractors engaged by state-owned NHAI and NHIDCL to convert their bank guarantees into insurance surety bonds.

Gadkari had recently said changes will be made to the surety bond offering to make it more lucrative as no contractor is buying it because of the strict conditions imposed by insurance regulator Irdai.

Last year in December, Gadkari launched the country's first-ever surety bond insurance product with an aim to reduce the dependence on infrastructure developers on bank guarantees.

The surety bond insurance is a risk transfer tool for the principal and shields the principal from the losses that may arise in case the contractor fails to perform his contractual obligation.

The product gives the principal a contract of guarantee that contractual terms and other business deals will be concluded in accordance with the mutually agreed terms.

In case the contractor doesn't fulfil the contractual terms, the principal can raise a claim on the surety bond and recover the losses they have incurred.

Unlike a bank guarantee, surety bond insurance does not require large collateral from the contractor, thus freeing up significant funds for the contractor, which they can utilise for the growth of the business.
