The Centre has approved a Rs 101.75 crore relief package for the displaced people in violence-hit Manipur following a directive of Union Home Minister Amit Shah, security advisor to the state government Kuldiep Singh said.

He also said the situation in Manipur remained peaceful and under control and there has been no incident of violence in the state in the last 48 hours.

In the last 24 hours, 27 arms, 245 ammunition and 41 bombs were recovered from the Porompat police station jurisdiction of Manipur's Imphal East district while one weapon and two bombs were seized in the state's Bishnupur district.

A total of 896 arms, 11,763 ammunition and 200 bombs of different kinds have been recovered so far, the security advisor said.

Curfew relaxation for 12 hours has been announced in five valley districts and for 10 hours to 8 hours in neighbouring hill districts.

There is no curfew in six other hill districts.

Singh said movement of essential items along National Highway-37 is ensured and 294 empty vehicles have left Imphal for Jiribam on Jun 8 .

A total of 220 loaded vehicles have left Noney and 198 loaded tankers and trucks have left Jiribam.

Senior officers have visited vulnerable areas and were camping there.

Strict security measures have been ensured in all vulnerable areas.

Further, combined teams of state and central forces have intensified combing operations in many parts of the state.

State ministers and MLAs are visiting different areas of Manipur and appealing for peace and normalcy by meeting the public and civil society organisations.

Security forces are also organising meetings with civil society organisations, and village heads and appealing for peace and normalcy besides carrying out their area domination and patrolling duties, Singh said.

Violence broke out in the northeastern state after a 'Tribal Solidarity March' was organised in the hill districts on May 3 to protest against the Meitei community's demand for Scheduled Tribe (ST) status.

The five persons detained in Maharashtra's Kolhapur for allegedly keeping offensive social media account status and an image of 18th century Mysore ruler Tipu Sultan were college-going minors and a probe was underway to find what or who prompted them to indulge in such an act.

In connection with the violence that took place at Shivaji Chowk, three cases have been registered against 300-400 persons, and 36 persons have been rounded up, while three juveniles have been detained.

The Allahabad High Court has observed that mere possession and transportation of cattle within the state would not amount to an offence under the Uttar Pradesh Prevention of Cow Slaughter Act.

The court passed the order after hearing the bail application of Yadav, who was arrested and kept in jail for almost three months after six cows, with no signs of physical injury, was recovered from a vehicle owned by him. Consequently, he was jailed for the offences under the UP Cow Slaughter Act-1955 and the Prevention of Cruelty to Animals Act.

While allowing the bail application of Kundan Yadav, the court observed that mere possession of live cow/bullock by itself cannot amount to committing, abetting or attempting an offence under the Act against cow slaughter. Further, mere transportation of cows from one place to another within Uttar Pradesh would not come within the ambit of the aforesaid Act. Hence, the mere transportation of cows within UP state would not amount to committing, abetting or attempting to commit an offence under the said Act.

Extremist rebels in eastern Congo's Ituri province killed at least 18 people in several villages, according to a human rights group.

Fighters with the Allied Democratic Forces (ADF) attacked people in the Irumu territory villages of Mutuyeyi, Bekembele and Bulesi villages last weekend, Christophe Munyanderu, coordinator of the Convention for the Respect of Human Rights, reported on Jun 8 . He said that houses were also looted.

Violence has simmered for decades in eastern Congo, where some 120 armed groups fight over land, resources and power, and some to defend their communities.

Attacks by the ADF, which is believed to be allied with the Islamic State group, have increased recently. In April, more than 30 people were killed in Ituri, and at least 17 people were killed in North Kivu province in May.

The group originally operated in North Kivu province but has expanded to neighbouring Ituri, where more than 144,000 people were displaced between January and February, according to the United Nations. Efforts by Congo's army and Ugandan forces to push the rebels back have yielded few results.

ADF began expanding into Ituri in 2021 by exploiting existing inter-communal tensions and filling a security vacuum left by the government when it transferred some of its forces to combat another rebel group, M23, in North Kivu. 

Australia on  Jun 8  announced it will ban the public display of Nazi symbols, as the country wrestles with a small but increasingly brazen fringe of right-wing extremists.

Attorney-General Mark Dreyfus said the government would introduce new laws criminalising the display and sale of Nazi insignia, such as the Hakenkreuz swastika and the SS lightning bolt.

Intelligence officials have warned that growing numbers of Australians are being drawn towards neo-Nazi ideologies, as extremist groups step up efforts to recruit new members.

The legislation will be presented to parliament next week and is expected to pass with opposition support.

The Reserve Bank of India (RBI) will now permit banks to issue RuPay Prepaid Forex cards as this will expand the payment options for Indians travelling abroad.

On  Jun 8 , at the Monetary Policy Committee (MPC) meeting, Governor Shaktikanta Das said, "RuPay Debit and Credit cards issued by banks in India are gaining increased acceptance abroad. It has now been decided to permit the issuance of RuPay Prepaid Forex cards by banks. RuPay cards will be enabled for issuance in foreign jurisdictions. These measures will expand the reach and acceptance of RuPay

cards globally."

Recently, RuPay credit cards were permitted to be linked to UPI. RuPay is a product of NPCI.  Last year, the central bank had issued the regulatory framework for Digital Lending. Now, the RBI has decided to issue guidelines on Default Loss Guarantee arrangements in digital lending.

The guidelines had included Annual Percentage Rate (APR). While releasing the guidelines, the central bank had said that APR as the all-inclusive cost of digital loans for the borrower shall be disclosed upfront by regulated entities (REs), and shall also be a part of the Key Fact Statement(KFS).

Many experts had said that with tighter guidelines, it may erode the confidence of members of the public in the digital lending ecosystem. Now, with the default loss guarantee arrangements in digital lending, it will facilitate orderly development of the digital lending ecosystem and enhance credit penetration

in the economy.

The RBI governor also announced streamlining the Bharat Bill Payment System (BBPS) Processes and Membership Criteria. BBPS is operational since August 2017, and the scope of BBPS was further expanded in December 2022.

At a briefing following the Board of Control for Cricket in India's (BCCI) SGM in Ahmedabad during the final leg of the Indian Premier League (IPL) last month, the board had gone on record to say that the World Cup itinerary would be unveiled amid the World Test Championship final in London.
