Joe Root, Kane Williamson among those nominated for ICC Men's Cricketer of Year

England captain Joe Root, New Zealand skipper Kane Williamson and the Pakistan duo of Shaheen Shah Afridi and Mohammad Rizwan were short-listed for the ICC Men's Cricketer of the Year Award for their stellar performances across formats.

The award will be given to the best overall performer in men's international cricket (Tests, ODIs and T20Is) during 2021.

The winner, who will lift the Sir Garfield Sobers Trophy, will be announced on January 24.

Fiscal deficit touches 46 per cent of annual target

Strong revenue growth coupled with a tight leash on expenditures has helped the government keep its fiscal deficit at 46% of the budget target in the first eight month of the current financial year.

While the government’s revenue collection increased by a whopping 67% in April-November 2021, the government’s total expenditure at Rs 20.74 lakh crore during the period is just 8.8% more than the total spending during the corresponding period in the previous financial year.

Data released by the Comptroller General of Accounts for the first eight months of the government’s finance show that while revenue expenditures, the running cost of the government, have increased by a paltry 8.1%, capital expenditure has increased by 13% or by just Rs 32,000 crore to Rs 2.73 lakh crore in the first eight months of the 2021-22.

The total revenue receipt of the government till November had reached 13.6 lakh crore, which is 76% of the government’s budget target. During the same period last year, the government has managed to mop up 8.1 lakh crore in revenue, including tax, non-tax and capital receipts.

Gross tax collection in April-November 2021 grew at 50% to Rs 15.42 lakh crore. However, due to higher release of central tax devolution to the states, the same was not reflected in the net tax collections.

Due to strong revenue collection and a tight leash on expenditures, the central government’s fiscal deficit contracted to just Rs 6.95 lakh crore April-November 2021 from Rs 10.8 lakh crore in the same period last year.

Nearly 31,000 complaints of crimes against women received in 2021, over half from Uttar Pradesh: NCW

Nearly 31,000 complaints of crimes committed against women were received by the National Commission for Women (NCW) last year, the highest since 2014, with over half of them from Uttar Pradesh.

There was a 30 per cent rise in complaints of crimes against women in 2021 as compared to 2020 when 23,722 complaints were received.

Of the 30,864 complaints, a maximum of 11,013 were related to the right to live with dignity that takes into account the emotional abuse of women, followed by those related to domestic violence at 6,633 and dowry harassment at 4,589.

The most populous state of Uttar Pradesh recorded the highest number of complaints of crimes against women at 15,828, followed by Delhi at 3,336, Maharashtra at 1,504, Haryana at 1,460 and Bihar at 1,456 complaints.

Government declares entire Nagaland 'disturbed area' as demand for AFSPA withdrawal continues

The Centre on Dec 30 declared the entire Nagaland as a "disturbed area" for six more months with effect from December 30 under the AFSPA while terming the state's condition "disturbed and dangerous".

The move came days after the Union government constituted a high-level committee to examine the possibility of the withdrawal of the controversial Armed Forces (Special Powers) Act from Nagaland.

The AFSPA has been operational in Nagaland for decades.

The notification was issued by the additional secretary in the Home Ministry, Piyush Goyal, who has been named the member secretary in the panel to examine the possibility of the withdrawal of the AFSPA.

The committee is headed by secretary-level officer Vivek Joshi.

The high-level committee has been set up apparently to soothe the rising tension in Nagaland over the killing of 14 civilians.

Protests for the withdrawal of the AFSPA have been going on in several districts of Nagaland ever since an Army unit killed 14 civilians in the state's Mon district earlier this month, mistaking them as insurgents.

The AFSPA empowers security forces to conduct operations and arrest anyone without any prior warrant.

It also gives immunity to the forces if they shoot someone dead.

On Dec 26 , an FIR was registered against Kalicharan Maharaj in Chhattisgarh's capital Raipur for allegedly using derogatory words against Mahatma Gandhi.

A case was also registered against him at Akola in Maharashtra in this connection.

Uttar Pradesh gets new chief secretary as Assembly polls approach

Housing and Urban Affairs Secretary Durga Shankar Mishra, a 1984 batch IAS officer, will be the new chief secretary of Uttar Pradesh. The Appointments Committee of Cabinet has approved his repatriation to his home cadre of UP.
The appointment comes days ahead of announcement of Assembly poll dates in the most populous state of India.

Mishra has played a key role in successfully implementing government’s flagship schemes including urban housing scheme, smart city mission and others. Moreover, the Central Vista project currently under progress in the national capital are also being executed under the Urban affairs ministry.

At present, Rajendra Kumar Tiwari, a 1985 batch IAS officer, is the chief secretary of Uttar Pradesh. Tiwari is due to retire in February 2023. The Personnel Ministry had in an order named Manoj Joshi the new Housing and Urban Affairs Secretary in place of Mishra. Joshi, a 1989 batch IAS officer from the Kerala cadre, has been appointed as Officer on Special Duty in the Ministry of Housing & Urban Affairs.

Pakistan buys 25 China-made J-10C fighter jets in response to India's Rafale aircraft acquisition

Pakistan has acquired a full squadron of 25 Chinese multirole J-10C fighter jets in response to India's purchase of Rafale aircraft, Interior Minister Sheikh Rashid Ahmed said.

The minister told in his home city of Rawalpindi that a full squadron of 25 all-weather aircraft comprising J-10C will attend the Pakistan Day ceremony on March 23 next year.

Pakistan had a fleet of US-made F-16s, which is considered a good match for Rafale, but it was looking for a new multirole all-weather jet to augment its defence after India purchased Rafale jets from France.

Nearly five years ago, India signed an inter-governmental agreement with France to purchase 36 Rafale jets under a Rs 59,000-crore deal to boost the Indian Air Force's combat capabilities.
